We discover a new island in the middle of the Atlantic Ocean. The temperatures range from 100F (38C) in summer to 32F (0C) in winter with maximum 6 inches (15cm) snowfall per year. Most months are warm or hot.

It's mostly flat with a few patches of rolling hills.

You are in charge of designing the infrastructure, including transportation. Tell me your designs and ideas.

It's highly unlikely an island in the middle of the Atlantic would have temperatures with such a broad range due to the moderating effect of the ocean.

The only way to make a city on a desert island feasible is to build the economy around resorts, ultra-wealthy retirement, and low taxes for corporations (and that's all assuming the island is beautiful, so we'll assume just that.)

We need a CBD, an airport, and a seaport, with light rail linking the three. Resorts can be planned around the seaport. Also plan for retirement villages, corporate worker housing, and housing for low income workers at the resorts, restaurants, police, etc. Off shore wind and rooftop solar would be good enough for power. I don't know what kind of water sources this island would have.

Realistically it's going to turn into a tourist trap.

So you'll want an airport, a dock for cruise ships, a nice walking path right behind the beach, and maybe a nice ferry from the airport to the main tourist strip.

I'm assuming that the island is small enough for somebody to comfortably bicycle from one end to the other, so the only infrastructure that'll really be necessary is footpaths, bike lanes, and some roads so that deliveries can get made.

Make it a pain in the ass to get cars on the island, both so that traffic doesn't become an issue and so that tourists have to rely on buses or expensive cabs.

With that much ocean around it at a lowish temperate latitude, say 38 degrees north it'll probably have quite a small temperature difference between winter and summer and should have good rainfall year round, closest analogue would be the Azores.

In the north Atlantic it might also be in the path of the gulf stream making it potentially even warmer in winter.
Also if it only drops down to zero degrees C in winter it shouldn't have much snowfall, you need temperatures well below that for anything more than some frost and slush.
