To be perfectly honest with you, I am not sure about Duisburg. I only got off at three stations, and the track was always independent or even grade-separated at those stations. Still, looking outside from the tram, it looked like a lot of the track was genuinely on-street.
To go back to the original argument: I can give you two definite examples of Stadtbahnen running right on the street line streetcars, and not just looking like it.
First, line 10 of Stadtbahn Hannover on Limmerstraße. Much of the infrastructure towards the city center has been modernized with separated tracks and raised platforms in the last three years or so. But in the section west of the Leine river, line 10 is still an old tram running on a cobblestone road.
The other example is line 3 of Bielefeld stadtbahn on August-Bebel-Straße and the adjacent streets. And I'm almost sure that line 2 on Detmolder Straße also runs tight on the street, except for the stops, which are indicated by markings on the road.
