'Fixies' themselves are an unnatural bastardization of track bikes. Real track bikes are fixed gear, drop bars only, no brakes, and are not intended to be ridden on public roads, nor should you, they are for velodrome riding only.
Now, if you actually ride track, then chances are you're not going to have access to the velodrome near you for all your training. Therefore you have to either have a separate fixed-gear bike with a front brake for trianing, or if you can't afford a second bike, then have a front brake on your track bike (not preferred; you have to mechanically disable it to ride on the track, then).
Single-speeds are not allowed on a velodrome. Flat-bar 'fixies' are not allowed on a velodrome either; they're only good for making yourself look like an idiot on public roads.
Personally I encourage all fixie-riding hipster trash to get a single-speed with no brakes and go ride down steep technical descents. That usually takes care of the hipster problem in short order.
