Inflating your tire to the recommended tire psi is not something you should have to do, it is just a maximum. But yes if you want to get it to the maximum you should be able to get much closer.

What kind of pump do you have? Do you have a cheap shitty one? If so maybe the gauge is widely inaccurate or it simply sucks so bad it cannot past 100 psi.

Bell is bottom of the barrel equipment. It is only sold in department stores. So it could be because you are using a shit pump. Also you could be buying department tubes and tires also.

Unless you are fat or ride 19mm tires, you don't need a pressure that high.
On normal roads 25mm tires on lower pressure are faster and a lot more comfy.

I ride mine at about 30 PSI when I don't care all that much about speed, when I care about speed and ride a verry smooth road, I may go up to 50 PSI.
(You may require more pressure than I do since I weight only 58 kg)

That is the reason I mentioned my weight, if you weight more, you have to use proportionaly more pressure.
My tires are GP4000SII, when measured with my calipers they are just under 26 mm.
