It's 12 for us in the UK, but you can avoid speeding fines by going to a "Driver Speed Awareness Course" for about £60, and it's only slightly more expensive than the real fine, which I think is £55. But you also get those 3 penalty points, which expire after 5 years.

An area has to be clearly signposted as a "Speed Camera" zone for speed camera use to be legal. However, police who catch you speeding, regardless of if they're in a regular car or an unmarked car can pull you over and issue you with an official warning or a ticket, depending on the situation. Now, they're not allowed to catch you with a speed radar without signs, but they are allowed to catch you by following you.
Check your state's laws about this, because if you're caught speeding in the UK where there are no speed cameras or signage warning about it, you can take them to court (and probably lose anyway). But since 80% of the UK's roads already have "Speed Camera" signs everywhere, even if they never set up mobile speed camera vans on that road, they have that legal aspect covered.
