Are you a non-competitive rider (i.e. commuter, recreational rider) living in the U.S. who never, ever enters any USA Cycling sanctioned race of any kind? Then you don't even need to worry about USA Cycling rules about bikes or equipment, you can do whatever you want with your bike, no one cares. Go get a totally custom frameset made, built out however you want, and so far as anyone is concerned you can have a motor hidden in it, dress in fake team kit, and have your own little """Fantasy Road Racing""" experience, impressing the know-nothings you meet on the bike paths. If you're not competing for real nobody cares.
