The best part of touring bikes is you go slow through small towns to avoid highways and dangerous traffic, so you end up seeing a lot of unique things and meeting lots of people. In a motorcycle you just blow by them
Second it's bike paths. There are some very long ones and it's nice to not worry about cars. Hop on a bike path and just cruise.
Third is legality/noise. You can cut between cars on a bike, ride off road on dirt paths, hop on the sidewalk, etc etc without breaking any laws. And you can be silent doing it, which is good for finding places to camp or to about scaring away wildlife
Motorcycle touring is awesome too though
