So my city (Shitcago) has an elevated metro system (the "L") that is kind of well-known, at least in 'murica. Every once in a while, there are meme proposals to tear it down and replace it with subways like Boston and NYC did. This is because 1) we have intense winters that make maintaining an elevated electric railway a bitch, and 2) the look/noise apparently makes business-owners butthurt. On the other hand, this shit is iconic (a.k.a. muh culture, muh feels).

In your IMOs, is it worth to keep the "L" system eLevated, or would it be preferable to put it underground?

Given an unlimited budget, it'd be better underground, at least in and around the downtown core.

But cost almost certainly isn't worth it.

Isn't there like some kind of problem with ground water/flooding from the lake? I vaguely remember that being an important factor behind the L being elevated. I think they even considerably raised the ground level of the city for that reason.

Anyway, elevated metro is pretty cool and more common than you think. Keep it and expand it to everywhere.

The blue and red line turn into subways before reaching downtown. This may have been an engineering problem when elevated rail line's went up, but not anymore.

At this point the elevated lines are too iconic and embedded in the cultural identity of Chicago to be completely turned into subway lines. The business district is literally called "The Loop", referencing the circle the rail lines make when in downtown.

I personally prefer elevated lines because I like to look out the windows and see the city, but recognize the pragmatic features of subways such as decreased noise and not obstructing views.

Is this a seasonal question?
Elevated stations have better accessibility. Secondarily are scenery to passengers, and image to the city. Personally they are more comfortable and enjoyable rides.
Functionally if the alignment of an elevated rail line is limited to following the street grid, then putting it underground could open up new possibilities to connectivity and routings, acting as shortcuts cutting through the dense urban blocks. Of course, as I mentioned deeper stations have its trade-off. Need to do detailed studies.

That said, tearing it down and building a subway seems like a massively retarded idea. You'd be spending BILLIONS to not improve service in any way, just changing its place. For the same money you could add more subway lines. Generally speaking it's never a good idea to spend money just to put train tracks underground, especially if they're not even at grade.

It would though be an idea to change the network so less trains terminate/pass through the loop, because such busy elevated grand unions are kind of a meme in 1910+108. Maybe build an east-west tunnel for the green line and untangle it from the orange and pink lines. Then at least all trains that pass the loop terminate in it, so with heavy snow they can be cut back to a station before all the crossings and switches while not disturbing the rest of the network.

The problem I see is making the taxpayer foot the bill to not improve transportation service in any way.
If someone else were to put up the money just 'cause I wouldn't on't see a problem there (except maybe if people actually wanted to keep the elevated lines because they're attached to them).
tl;dr sure, why not use that as a way to shut them up.

That said, complaining about the noise seems hella retarded. The L has been there for what, a century? Why did they buy that property in the first place if it's such a nuisance?

Do you know what is underneath those 'dense urban blocks'? Pilings driven several hundred feet deep. Subways will still be confined to street grids.

Remember the Big Dig? The only reason that was approved was that Boston's North Side was cut off from downtown by giant scary underpasses. Because the L runs over streets, you won't get anywhere near as big a benefit, and it will cost about the same.

Nothing round Chicago (or much of the rest of the midwest) is on bedrock. It's all glacial and periglacial soils to hundreds of feet deep.

The L is fine, they just need to add a north-south line on the west side so I don’t have to all the way balls deep into downtown and back out again to get from the southwest side to the northwest side. But they’re not about to spend all that money on a bunch of brown people
