Which do you think is more effective, paying per kilometre/ fixed price system.

Or a road rationing system whereby you restrict driving in certain areas or certain times. Or a system where people could trade access for the road.

Usually it's either "expressways" being high speed controlled-access (ie freeway), or defined as high speed limited access roads (eg some US places, Taiwan)

Many places in the US are looking at a vehicle miles traveled tax to replace the gasoline tax as the gasoline tax becomes less effective. The biggest issues has been finding a cost effective way to do that because the gas tax costs 0.25% of revenue collected to administer and a vehicle miles traveled tax would cost at least 5% of revenue collected.

I think a vehicle miles traveled tax is very appealing to academics, engineers, and policy wonks but very difficult to implement for the general public especially in areas that don't have China-tier traffic congestion.

More context for those unaware. According to my professors and grad students who are Chinese those are normally toll roads and when there is a national holiday they make the toll roads free. So even more people are available to travel in the first place and there is even less of a disincentive to travel on the roads because you are getting something free you normally pay for.

Just do a flat tax. EVs in some states get taxed this way. Though it is bullshit in some. As they charge the equivalent of a f350 diesel doing 15,000 city miles a year. Instead of an equivalent small hatchback or mid size sedan. Driving a reasonable 5000 city/hwy combined miles.
