Let's imagine someone knocked you to rails. You landed on guiderail (and touched metallic part) in center and on rails.
Will you get shocked?
In Moscow (were I from) we have power rails covered with wooden, fibreglass or plastic shield (depends on station and line) and rail itself is under platform, so you can't get shocked.
And we have a groove to duck in case train is too close.
