I don't think that fear is the primary reason, if there's a bike lane there at all. Maybe if you have to mix with cars completely, but as long as there's some kinda lane it probably isn't fear.
I think the main factor in some areas with a really big gap between male/female cyclists is strength/endurance. I'd bet your area has lots of hills and/or a long average commute. Women don't want to get sweaty and have to shower and change at work because then they'd have to redo their makeup and hair and shit. Men can shower and change in < 5 minutes, and men also have an easier time cycling the same distance and climbing up hills than women because men are stronger and have larger lungs.
