Why:
1. Non-conventional trains are still being tested, no major projects in operation (oh yes, there is one (German) maglev in operation in China, but everything else is still working only on test circuits).
2. The bridge over (or tunnel under) the strait itself takes ages to build.
3. The necessary infrastructure from both sides (nearest Russian rail and nearest Alaskan rail - whereas the Alaskan needs to be connected to the rest of the network, or you have to use the barge)
