I was reading about women-only train cars in Japan and that some operators allow disabled, elderly, or children in the cars as well.

I could see this working in the western world. In a monoculture society things are different. When you have diverse societies you have wh*te who commit historic atrocities against people of colour and they might need assistance to have a level playing field. You might have to increase the amount of air freshener in the cars designated for people of colour. Just a guess from personal experience
