I never 'race' cagers because it almost always results in them driving unsafely. If I pass a car it's like this switch gets flipped, "how could this CYCLIST possibly be going faster than ME in my CAR" and all semblance of common sense just completely evaporates.
As an inner city cyclist if I can keep up with the car in front I do so while taking the lane. If they start to pull away I move over. If they slow, I slow behind them. No point trying to do a sketchy pass.
