Denmark would be the worst offender, where everything has stood still for decades.
Sweden's network is in shambles, but there's at least plans and some projects do crawl along. New train sets get bought and even some torn up railroads are being eyed for reconstruction.
Norway is a bit better off due to infinite money, but anything that connects to Sweden has zero priority.

Fucking Northern Finland and their willywank ruralist Centre Party voting down on rail projects here in south.
Can't support shit for improving rail here in south where the rail system is underfunded while getting more and more overcrowded every day.
