CAHSR is 100% net new capacity. It is a system that doesn't exist, so it is all net capacity gain.
To add the equivalent capacity to HSR in the form of highway lanes and net new airport gates and runways would again cost ~$150 billion, which is a state estimate, not mine. Most of that cost would come from new highway lanes. And all of that would just congest airports and roads more for what is only medium-haul traffic. If you're going to add new runways and net new gates, you are far better off using those slots to improve medium-long and long-haul air connections. California has by a wide margin the busiest intrastate air traffic. Meanwhile, adding highway lanes only produces induced demand 95% of the time.
