He would spin over 150 rpm at 30 km/h, I doubt he could go much higher that that in this position without foot retention, so I guess I could beat him in a sprint.

The strongest cyclist ever on all the performance enhancing things you can stuff him with isn't going to be fast on a bike that's a terribly poor fit - they simply won't be able to breathe or pedal effectively. So the super-strong rider might be able to sprint a few lengths ahead of an average rider on a properly fitting bike, but they'd be overtaken almost immediately.
