Making improved pedestrian facilities is a meme in most cases, unless we're speaking about designated places like sea/river shores or parks. Or places, where there are lot of pedestrians, like somewhere in center of Moscow near subway station, railroad terminal and office buildings.
In other cases better solution would be making sidewalk wider (1.5 m would be sufficient), so you can make part of it a bike lane, keeping in mind that on crossing cyclist should reduce speed significantly, or have designated traffic light.
In some cases making larger sidewalks is impossible, and there it would make sense just converting one of sidewalks (with least amount of crossings with road) into a bike lane.

Even in soviet shitholes, where getting car was pretty impossible, people still prefer cars over public transport, and even expensive parking and shitty bus line cameras can't stop number of cages from increasing.
