Even the 2.6" tire on my MTB does 't absorb much when pumped up to 5 bar while the 25 mm tire on my roadbike at 1.5 bar is super soft.
Sure, it makes verry little sense to run them at pressures like that under normal conditions and the average rider would pinchflat instantly, but that is besides the point.
Sidenote:
It makes a huge difference on your rolling resistance on rough asphalt composed out of 1cm rocks when you air down your tires from over 8 bar to 2.
(tested that one on a rented Specialized Allez, no idea why they pumped it up to over 8 bar for a sub 60 kg rider)
