Even if the Feds don't buy it and just try taking the money to spite Newsom over the border wall, Pelosi will just readd the money in the House Budget and Fienstien will add it into the Senate conference bill. This is exactly what happened the previous three times Republicans tried to defund CAHSR.
At any rate, everyone realizes it's Newsom's fault for starting this stupid pissing match because he can't speak correctly.

Right now CAHSR's biggest hurdle is surmounting Pacheco Pass, this is where they must assume the most risk as they have no active service but have to commit an enormous amount of money for a tunnel. Tehachapi's tunnels are less risky because they'd connect right into Metrolink/Xpresswest at Palmdale, but isn't as transformative as a southeastern outlet for San Jose.
Which is exactly why Beall is so interested in this, because he represent San Jose and has the most to loose from it.
