If I recall correctly, it's Federal law that any train in Germany must be fitted with LZB (or ETCS Level 2) in order to go above 160 km/h, and this is only possible on a line which is equiped with LZB (or ETCS).
I am not aware of any steam locomotives which have been fitted with either LZB (it might even be impossible to modify a steam locomotive for it), but I understand that there are efforts to try and miniaturise ETCS, mostly for the Cambrian Line in Wales, which switched to ETCS Level 2 replacing the Radio Electronic Token Block (RETB) system which dates back to the early 1980s. There haven't been any steam locomotives on that line since the switch from RETB to ETCS.
