But there's no point in being beholden to freight railroads by buying trackage rights from them (assuming they would sell them to you in the first place) then spending billions of dollars upgrading those lines for high speed service that ends up becoming hamstrung by still having to operate freight trains on it
They did that with the NEC and are still upgrading it almost 50 years after Amtrak got control of it
