I think we're also forgetting about South Africa and the countries around it. Swaziland, Namibia, and Botswana all have pretty extensive (and substantial) rail networks. A lot of them are undergoing modernisation as well as improvments to rolling stock. South Africa is probably the most advanced country there in terms of railways though, at least in the region. Morroco is probably more advanced just by having HSR.
That said, both Algeris and Cairo have metro systems, with Abidjan in the Ivory Coast and Lagos in Nigeria under construction.
I find it funny that Africa has more rail projects going on in it, both long distance and mass transit, compared to North America.
