Or are you talking about mtbing? Because even entry level mtbs have hydro discs now. And they're awesome. So for mtbing it's not even a question.
For touring is totally different.
Really, you shouldn't have to worry about servicing your brakes on a tour. And there's always a chance, that your bike will get totally fucked and you won't be able to fix it where you are, no matter how mechanically simple and durable it is. So I think hydro discs are good for touring.
If it's a months long, quit your job kinda tour, and you're going into the developing world, then yeah, you might want rim brakes though.
And modern rim brakes, caliper, vs or cantis, set up well, are really very very good. So unless your 'touring' involves riding gritty muddy singletrack (which can and will destroy a pair of rim brake pads in a day), there's really no life changing advantage to hydro discs.
Ultimately for touring, most of the touring most people do, I don't think it matters. Hydros are good. rim brakes are good. If it's a money issue, I think your money is probably better spent on a dynamo setup first.
And if you mean you want to tour on a mtb then you're probably riding a poorfag compromisemobile so whatever choices you make don't make sense already.
