Johnstown, Pennsylvania maintained an electric streetcar/trolleybus network up until 1967, despite being a city of ~60k people at the time. Not quite as extreme as your example, but very unusual by muttland standards (most larger cities and towns started abandoning electric mass transit in the Great Depression era). I believe that this was in part due to the city being built on some very hilly terrain which gave electric vehicles an advantage.

There's lots of small town electric transport systems in europe. My home town of Schaffhausen in Switzerland with a metro area population of about 50k was one of the last to abandon tram service in Switzerland, in 1966. The tram was replaced by a trolleybus line which runs to this day. Some years ago they had a vote on whether to keep the trolleybus or not, because the vehicles had reached the end of their useful life, and people voted in favour of keeping it despite being about 10% more expensive than switching to combustion buses.

Johnstown was a town entirely constrained by being in a valley so growth was limited to a few areas AND it had large steel mills near downtown that most of the population worked in. Essentially the population was channeled into a small space and worked in one place, which is the exception rather than the norm of towns its size

I'm all for more (and better, and innovative) public transport, but Serfaus is a bad example for a small village. You do know that they have a shitton of tourists and that it is a skiing resort with a very specific transport demand, right?
But aside from that, it's a really cool little subway. Absolutely loved it when I was on holiday there as a kid.

You are completely missing the point. Serfaus's problem was that cars clogged up the whole village because people drove up to go skiing. Now, there's a huge park and ride on the lower end where everybody can park their car, then take the Dorfbahn up to go skiing.
More cars would not solve the problem, but just make it worse.

60k people is more than enough for a useful and profitable tram system. There are still a bunch of towns with ~40 000 people in Eastern Germany that have their own tram systems. Even more extreme is Gmunden in Austria. They have 11 000 inhabitants and a tram line that is getting modernized right now.

Switzerland (and to a lesser extent, Austria) have by far the best-quality public transport networks of any country when it comes to not just integration of services, but the frequency of services.
I'm pretty sure cities as small as 20,000 people in Switzerland have buses that run every 15 minutes or better.

Not likely, passenger demand just isn't enough. The trolleybus line itself even recently started losing passengers because a train stop was built near the Rhine falls, and many people used the trolleybus to go from the Schaffhausen train station to the falls.
Right now the city is looking into battery buses for the other lines, and equipping the trolleys with battery packs so that the overhead wires can be partially dismantled so to save on maintenance costs.
