Increase fines and jailtimes for unlawful caging and actually enforce harassment law, distracted driving, and speed limits. DUI should be a minimum five year jail sentence. Speeding should be $1000 fine per 10 mph over the limit. Hitting a cyclist should get the death sentence.
Simply make them pay their fair share and we'd quickly see how caging is unsustainable, and the cagers would BEG for a rail to be extended to their godforsaken housing development.
