The thing to fix the design is higher landing gear, allowing the engines to be returned to the right place under the wing to create 737 consistent flight characteristics sans MCAS.
Problem with that as far as I understand it is that would require a wing redesign due to how the gear are stored in the root of the wing.
They fold outward from the fuselage, locking vertically. I imagine there are structural or material concerns making the addition of an extra scissoring joint infeasible, necessitating the fundamental dimension of what I'm assuming is a hydraulic shock absorber, which requires the folding action. In addition, if there was a massive reconfig of the landing gear, that'd require significant investment in bespoke tooling, and extra certification/testing/training of maintenance crews and pilot's.
Or I could be totally off. I'm not intimately familiar with the the actual landing gear design, but I do know that the current configuration is largely constrained by the details of the landing gear design.
