250cc is okay if you don't plan on doing anything over five miles on highways, after that you will quickly find it to be more of a liability since you won't have sufficient power.
If I did interstate or over twenty miles travel distance I'd get a bigger bike than 650cc, probably 900cc would be fine.
I weigh about 180lbs.
