the thing is, that's actually fine.
Here in the states we have a whole hell of a lot more ATV trail than we have maintained single/doubletrack, but a lot of it is close to impossible to ride on a human powered MTB. The kind of terrain that you can really only get up, or down, with a horse or with a legit ATV.

Things will work out.

May as well use get a nice dirt bike in that case tho. Hell, a good full sus MTB is already nearly as expensive as a 125cc KTM. Closing off existing singletrack and telling MTBers to fuck off to the ATV trails will just kill MTB. Meanwhile, bicycles will be banned from asphalt so that automated driving systems can work.
