All of these people go to Houston to take advantage of the exclusive Texas power grid, warm climate, and Interstate Hwy 10. It's current popularity doesn't, however, relate well to how the city is built many years ago.

Convert most parking to paid spots. In downtown.

Use this revenue to make commuter rail lines from the metro area to inside city limits. Massive parking structure at the outer stations.

Then add tram lines occupying the inner lanes of the wider surface streets. Which connect the commuter heavy rail stations to the rest of downtown.

Fill in with buses where trams and heavy rail isn't. So there is mass transit stops with in 10 minutes of walking everywhere with in city limits.

All new construction has to be higher density and less car parking than previous construction. Lots of mixed use high rises connected via skyways around heavy rail stations.

Pedestrian bridges or tunnels at major intersections.

Break up the ghettos by spreading the poor all over the city. So they are always a minority.

You it's sad when it is faster to drive my car rather than take the bus/ rail to my destination and actually be cheaper as well. Until they improve the speed (hint, light rail not at grade), then it is pointless.

im just having fun with this and thinking what a houston planner would do
the city is unsalvageable and should be demolished

Boomtown with big growth and low housing costs due to non-existant regulation and planning. Comes with its downsides though. Truly HORRID traffic thanks to ever sprawling satellite towns, also as exhibited in the past tons of sealed surfaces and zero flood control provisions.
