for tail riding not much is needed only around 50 mm of travel and 26x1.75 with some tread blocks
if you are going down 3/5 gradient or over tree roots 100 mm of travel and something like 26x2.1 is ovb better esp on course gravel or loose sand
springs are ok but get pneumatic suspension if you can, better damping can keep you going where otherwise you'd be bucked
standard bikes will only have 28 28 as the smallest combo of gears something with 26 34 will be much better on hills, but any lower is a waste of time
more to the point all of the above only apply to really old style mtb
anything you can currently buy new from a bike store is more than enough
just make sure you know EXACTLY what you want
and if that is not available keep your wallet closed and move on
