It's spread around the world, but in most places, turning on red is prohibited. Some European countries have "filters" which provide a separate green light for cars turning, but turning on red is actually prohibited in most of Germany. That's why those signs should also be eliminated.
If you go to Germany, and you come across that sign, and you're from an EU state where those signs do not exist, you're likely going to think "wtf is that?" play it safe and just wait for a green light.
