For the mystery bike, You also should be competent enough mechanically to true your own wheels and do other basic tasks before you even consider taking this on.
For the 80's bike, if it's worth restoring, you're probably getting crashed and discarded other bikes, and possibly doing a 700c conversion.
From the vague descriptions, these sound like complete overhauls. Anons estimates sound reasonable in price.
