The alternative is a web of legislation which drives people away from cycling, and turns motorists, pedestrians, and other cyclists into quasi-legal enforcers of laws which rob them of their mental faculties.
Here in the UK it's illegal to cycle in any area designated for pedestrians, despite the fact that many of our cities have 25m-wide pedestrianised areas where it's very easy to cycle safely. Police don't enforce this law, but asshole boomer pedestrians do. There's no logical reason to make a cyclist travelling at jogging speed dismount, but the fact that the law is on their side allows them to suspend any thinking they're capable of, and replace it with outrage.
Imagine if we started writing laws about foot traffic etiquette. It doesn't matter how logical they are, it doesn't matter how basic they are, you already know what effect they would have. It will energise precisely the people who cause the conflict upon which the law was justified in the first place.
