The only realistic option would be to run it with point-to-point pig trains, but even a lot of them setout blocks and pick up. Passengers are also the worst type of freight. They whine and complain, shit, piss, and vomit. They need food, water, and airconditioning. Some of them even demand free wi-fi! On the other hand, a plastic hopper doesn't care if it sits in a siding for 2 hours waiting on a meet.
