It is expensive to build because it cannot use any of the existing infrastructure. It is expensive to maintain due to the limited amount of vendors. It is expensive to operate because its overall power consumption is an order of magnitude greater than regular HSR. It has far more safety concerns than HSR.
And all that for... nothing, basically. At the sorts of speeds that HSR and maglev operate at, the limiting factor is air resistance, not wheel friction, so levitation is pointless. Recently built HSR easily reach and surpass effective maglev speeds.
There is a reason why nobody uses maglev despite the technology being decades old. The Chinks built one maglev line and since then have been building nothing but standard HSR.
