Without VTOL you can't solve the space requirements (except in a few parts of a few countries), but VTOL makes the energy budget worse and pushes the whole thing to be too expensive for mass use. Current technology can't solve this one; its too many orders of magnitude away from practical. (The ATC problems are easier to solve than this; we don't have the solution yet there, but we can see what it must be.)
Invent antigravity or pocket fusion reactors and we can have flying cars for everyone for real.
