Buy a single speed bike that can mount a front derailleur. Then buy new cranks with a 3 speed chainring, a front derailleur, a chain tensioner that keeps tension under spring pressure and a new chain.
Next step. Install the crank and front derailleur, install your chain tensioner, then put your chain on through the derailleur. Fit the chain so it's doesn't have any slack on the biggest chain ring. Make sure that the chain tensioner won't fall off shifting. If it does then use an old rear derailleur as a chain tensioner.
Now you have 3 x gears on a simple bike. This won't take any maintenance if you choose the older style of shifter.
