Campagnolo brakes can't actually be used for stopping that's why they use them for Bianchi road bikes

That's not a brake. You twist the upper lever to open the quick release on the rear wheel.
Then you twist the lower lever to move the chain to a different cog.
Chain tension is addjusted by the rear wheel moving forward or backward in the dropouts.
Then you tighten the quick release skewer again.

Are you sure this thing is the quick realease ? Since there are cogs on the dropouts i thought that maybe there was some apartus allowing you to move the wheel in the dropouts without having to open the quick release. That would be pretty rad.

The range on that cassette is ridiculously small though.

Yes, it is the quick release, and the *serrations* of the dropout are designed to enable the wheel to get into the correct fore-aft position to engage with the desired sprocket.

BTW, gear cassettes didn't become commonplace until the middle-1980s, so that's actually a (multiple) freewheel.

oddly the system was even still competitive after downtube shifters and derailers came in

At the time gearing range was very limited meaning everyone had to mash instead of spinning. This gave worse performance but visually better muscles.
