It's the rare kind of thing which would actually look good with a brown brooks, brown tape, and tanwall tyres. So this could be you cruising on a tour with really nice classic looks. Which is well worth it if you're a tasteful retrodouche.
the lack of bosses is a bit annoying, no dt, no seat tube bottle cage, no mid fork boss for lowriders - but all work aroundable
If it has 27" wheels, that's a huge negative, especially for touring. The gearing is also too high for touring, or commuting really. If it had a triple, like the super galaxy, it would be liveable. The crux is paying original unworn condition for parts you can't use. You'd probably want some new levers and pads too, centerpull brakes can be ok, im not a huge fan though, although they are cool.
From the original tyres and the wear on the rings, this has had very few miles, although it has been beatup by old mother time.
It also has a relatively cheap cockpit, not nitto, the frame decals aren't pretty, it's not a super galaxy, the gearing isn't suntour cyclone gt or whatever, i would be surprised if the bearings are all smooth and it's just not worth the $400. Don't haggle over the phone. Take $300 cash and shoot for $250 in person, if it speaks to you. That's still generous.
