A lively road steel frame with high spec tubing just isn't cheap.
Those cheaper 4130 steel bikes are good tourers or commuters but they simply don't hold a candle to an entry level allum road frame these days, so manufacturers, rightly, don't design them as fast bikes.

That has your 73.5 degree angles in the 56 and likely intelligent reasons to why they change on other sizes.

I suspect you're just looking for something that only doesn't exist in your price range. It's not some decision manufacturers make. It's just not economically feasible.
If you want something cheap and fast/fun in steel it's not like there aren't a tonne of great used steel bikes out there.
