Now personally, i'm eternally touring, but i'm gonna say that it IS touring, kinda - i have a throttle but i still need to pedal it to save energy, as least until the first 10 mph.
Now with regen breakng and solar, it's possible to leverage a small amount of extra effort - as long as you're USING That effort, you're good.
Best example, riding a standard ebike with anything less then fully packed pannies, center, bobtail, full shamona, you're not touring, you're just cheating, even if it's assist.
If you're riding a specialty cargo vehicle, esp one like a longboat and a trike, you better be carrying a lot of weight. I myself have 50 in battery, 50 in tent, 30 in clothing, 10 in computer shit.
