Forks and framesets all flex some. Carbon fiber, and advances in fabrication techniques with aluminum, all allow for frameset designs that flex where and how much you want them to in the front, and stay stiff in the back, reducing road vibration, which in turn reduces rider fatigue.
Gel inserts under bartape, a properly sized and shaped saddle and the padding it has, plus your bike shorts and gloves, all provide more '''suspension''' to mitigate vibration.
