If there would be no traffic jams, 99.9% of the time engine runs the car, not just wasting fuel. If you consider airflow and shit, exhaust gases will disperse much quicker in the air, which means lower concentration.
Also, every time you load engine (i.e. accelerating from 0 km/h) emissions get momentarily worse. You can see that on buses, where all filters were removed, because fuck environment. Once you step on gas, black cloud is being released.
