I'm not even that old and when I started the learner's permit was 13, restricted 14, full at 15. That meant that by 18 your average teen has 10,000+ miles under their belt.
Now that you have 17 restricted 18 full license you have people who don't bother getting a car, get only a little time behind the wheel, and go off to college without a car as most campuses make it really hard/impossible for freshmen to drive.
That means you graduate, are now 22 years old, have never owned a car yourself, have less than 10k of miles behind a wheel and you don't feel comfortable or safe.
