the TRAMM never being built certainly didn't help with mirabel's popularity, but there were a couple more important factors that killed the airport.
the first being that the site was chosen as a compromise between the provincial government and the feds. the provincial government wanted drummondville for some fucking reason, probably to revitalize the centre-du-quebec region which was pretty much quebec's rust belt at the time, and the the feds wanted vaudreuil dorion, just to the west of the island, which would had the exact same transport connections as dorval and also been able to serve eastern ottawa and the outaouais region. they chose mirabel instead, which nobody really wanted and was an hour out of the city and poorly connected (at least drummondville has a highway and VIA service).
the second and probably most important factor was montreal's economic and social decline relative to toronto at the time. with toronto taking over montreal economically and with planes being able to make increasingly long direct flights without layovers, montreal's status as the eastern gateway to canada was quickly evaporating and the increased capacity wasn't necessary, and could be handled by dorval, so it was
