For most people what's possible for them is going to a local shop and buying something there. Which, for an entry level road bike, helmet, shoes, clothes, fit, is around $1000.
And as I said, many people don't view cycling where they are as viable at all because the roads are too dangerous, and this is disproportionately true for women.
