Light rail can work out well in low densities, if it's planned well. A problem is that most modern light rail is designed to run at 30-40 mph instead of going up to 50 or 60. Think Pacific Electric, basically an LRT with possible faster sections.
In any case an LRT system can be good if it's a well planned system combined with a good bus system, to start out transit in a previously car-based city. Heavy rail is pants on head retarded if there isn't a proper network in place to feed it, while LRT can work better in a partial, still young and expanding network.
If you could go from zero to a proper network with several heavy rail lines in say 5 I'd say you're right, but we both know it takes decades to rebuild proper public transit in these kinds of cities. So LRT is for now the best bet.
