Pave the surface to be gravitationally flat. Capture all the atmosphere and volatiles.
Install orbital ring. Install laser defense system. Pave the entire surface in solar cells.
Pressurize the zero-g inner shell with ~0.3atm.
Colonize the orbital cylinders using only people with human level intelligence (no sub-humans/communists); authoritarianism/leftism leads to terrorism, which leads to hundreds of thousands of people getting the bends. We need a population smart enough to reject authoritarianism/leftism from a young age and to recognize, but begrudgingly accept that orbital life entails finite and legitimate restrictions.
Freight would be transported using maglev inside the inner frame to which the outer frame was attached. (the orbital cylinder bearings would rest on the outer frame.)
For short trips people would use cars and every 30 or so miles there would be a 'ferry' that lifted cars from one cylinder into the next in order to match rotations.
There would also be relatively low speed 'aircraft' (note that if you aren't touching the ground, once you cancel your rotation you basically just float) for medium distance trips (4-50 cylinders away).
For long distance trips (100+ cylinders away) there would be passenger maglevs that used the same system as the freight.
Recreational vehicles would consist of pretend spacecraft that people operated in the 'void' between the cylinders. Just the same as the 'aircraft' inside the cylinders, except airtight because the outside is at 0.3atm. Even if some faggot did crash into the static outer frame of the cylinders, there would still be dozens of feet of whipple shield. Basically imagine a mix of house boats, yachts, and sci-fi ships.
There would also be a (virtually) zero-g cruise train that ran on the inner side of the inner planet shell. 1 track, a few weeks/months to loop around.
