hold a flat piece of wood along the flat bit at the bottom the bars, and butt your levers up against that.
Then re-wrap the bars with nice tape. No tape on the tops is not very comfy.
You also maintain comfort on a road bike by pedaling, and by having core strength. So stop coasting everywhere, and do some planks. If you want a comfy upright position to coast, you should consider swapping to some comfy upright swept back bars. You wouldn't need to change much. Velo-orange makes many different kinds, some of which will have the right bar clamp for your stem and size for your levers.
the bike may also simply have too much reach for you, as it is too large. If you cannot comfortably keep a bend in your elbows with your hands on the hoods, there is too much reach. You could try a shorter stem or bars with less reach, but already that stem is quite short. If you do not want a swept back bar conversion, I would probably sell it and look for a bike with a shorter top tube.
